What is Electronic Visit Verification (EVV)? Why Is It Required?
EVV or Electronic Visit Verification(opens in new tab) is a secure system that confirms the care you or your loved ones are receiving is happening exactly as planned.
The Minnesota EVV system verifies the following information:
- Type of service performed
- Who received the service
- Date of service
- Location of service delivery
- Who provided the service
- When the service begins and ends
EVV protects you and the services you need to thrive. It was established under the federal 21st Century Cures Act(opens in new tab) passed in 2016 and acts as a safeguard against fraud for Medicaid-funded programs, so your services stay funded and dependable.
Who Needs to Use EVV in Minnesota?
EVV is required for certain Medicaid-funded personal care and home and community-based services. If you are receiving services from Accra, you are required to use EVV. Our services include:

EVV Implementation in Minnesota
Effective July 1, 2026, all Minnesota homecare providers must meet 80% compliance for all visits billed after this date.

Yes. EVV requires access to a device that can access your provider’s EVV system. This can be a mobile phone or tablet.
No. Medicaid funds cannot be used to purchase devices for EVV. There are other resources that may be able to provide financial assistance when purchasing devices, including Tag Mobile(opens in new tab) and phone and internet discounts(opens in new tab).
Not immediately. Corrective action will be sent beginning in October of 2026 to providers not meeting the 80% compliance rate, and may require them to:
- Increase compliance rates by a specified deadline.
- Send DHS a written plan describing how they will improve compliance.
- Meet with DHS to review compliance performance and next steps.
Compliance enforcement may be escalated if providers do not respond to corrective action notices or make the required improvements.

No. However, EVV does record your caregiver’s location when clocking in and out of a shift to ensure care is being provided as planned.
