How to Hire a Family Member as a PCA in Minnesota

For many Minnesotans who receive homecare services, there's no substitute for the familiarity and trust that comes from being cared for by a family member. Whether it's a sibling, an adult child, or your parent, more people are choosing to hire someone they already know to be part of their care team.

The good news? In Minnesota, you can hire a family member as a paid Personal Care Assistant (PCA)—and in many cases, it’s one of the best options available. Accra works with thousands of individuals and families each year to make this process simple and stress-free.

One of the most common questions we hear is: “What does my family member need to do before they can start providing care?” To help you navigate this, here’s a clear breakdown of what needs to happen next.

Steps to Hire a Family Member as a PCA in Minnesota

Here’s what your family member would need to do to become a trained and enrolled PCA through the state of Minnesota:

Step 1: Request an Application from Accra

Before training begins, the first step is to connect with Accra so we can send your family member an application.

  • Include the following details of your family member/future caregiver in your email:
    • First name
    • Last name
    • Email address

Once we receive this information, we’ll send the application directly to your family member to start the enrollment process.

Step 2: Complete Required PCA/CFSS Support Worker Training

Minnesota’s Department of Human Services (DHS) requires that all new care assistants—regardless of whether they’re a professional caregiver or a family member—complete a standardized training program. This is a mandatory step for anyone who wants to provide PCA services and be paid through state-funded programs like Community First Services and Supports (CFSS), formerly known as Personal Care Assistance/PCA Choice.

The training is accessible, straightforward, and free.

Here’s how it works:

  • The training is available on the DHS website and can be completed in about 60–90 minutes
  • Topics include:
    • Basic health and safety
    • Emergency preparedness
    • Privacy and confidentiality (HIPAA)
    • Recognizing signs of abuse or neglect
    • Professional boundaries and responsibilities

After completing the training, your family member will take a short test. Once they pass, they’ll receive a certificate number, which is required for employment paperwork.

Step 3: Complete Enrollment Requirements

Training is just the first step. To officially become a PCA, your family member must:

  1. Complete a criminal background check, as required by Minnesota law.
  2. Be hired by a DHS-enrolled PCA provider, such as Accra, under the CFSS Agency program
  3. Fill out employment and enrollment forms, including tax paperwork and provider agreements.

When enrolling in CFSS, Minnesota’s newer self-directed care program, there will also be a worker-employer agreement that outlines responsibilities and helps guide the working relationship.
